All Ontario Racing Commission licensees and participants involved in horse racing in Ontario are advised that two rulings were issued on September 21, 2005 prohibiting horses treated by veterinarian Dr. Blaine Kennedy from entering racing in Ontario.

In addition to actions to suspend and revoke the licenses of Dr. Kennedy, a ruling has been issued to notify participants that any horse treated by Dr. Kennedy on or after September 24, 2005 will be ineligible to be declared to race at any raceway in Ontario. Any participant entering or attempting to enter a horse for whom Dr. Kennedy provided such services on or after September 24, 2005 may be found to be in violation of the Rules of Standardbred or Thoroughbred Racing, whichever applies.
