Thoroughbred Racing Officials

Stewards Stewards have the power to govern and regulate the conduct of all racing, racing officials and owners, trainers, jockeys, grooms and any persons working with the horses. In the course of their duties, the stewards will issue rulings on any violations of the rules.
Placing Judges Two or more placing judges shall occupy the placing judges' stand at the time the horses pass the winning post in every race. Their duty is to place and record the first five horses in the order of finish. Horse
Identifier The horse identifier, under the supervision of the paddock judge, is responsible to check all horses for every race and to have all horses properly identified.
Clerk of the Scales and Assistant Clerk of the Scales The clerk of the scales or their assistant shall weigh all jockeys out and in and report to the stewards any infraction of the rules with respect to weight, weighing or riding equipment. The clerk of the scales shall record any over-weight carried by any jockey.
Starter and Assistant Starters The starter shall give all orders and take all measures necessary to ensure a fair start. The starter must approve all horses to start, which have never started at an Ontario track and maintain a schooling list.
Starting Gate Goundsperson Works with the starter to ensure that all horses get into the starting gate in a safe manner to ensure a fair start.
Jockey's Room Custodian The jockey's room custodian oversees the care and storage of all racing colours until the end of a meet, maintains order in the jockey and scale rooms and reports any irregularities or violations to the stewards.
Clockers The clocker (or timer) shall determine the official time of each race, prominently display and report to the racing secretary.
Racing Secretary and Assistant Racing Secretary The racing secretary is responsible for assembling a program of competitive races through the establishment of the types and conditions of races and ensuring that all horses entered to race are eligible under the rules.
Commission Veterinarian or Official Veterinarian The Commission/Official Veterinarian is responsible for assessing a horse's fitness to race. The Vet inspects each of the horses entered to race the morning of the race. Each track has two vets in attendance during the race program, one attends in the paddock from the time the horses enter the paddock until they leave to inspect all horses and the other attends at the start gate. The vet shall recommend to the steward any horses that, in their opinion, should be scratched. The vet shall oversee all horses involved in race related accidents and take appropriate action.
Paddock Judges The paddock judge is in charge of the paddock, is responsible for keeping a record of all equipment used on the horses in the races, and must report any irregularities in the paddock to the stewards.
Course Marshall (Outrider) Outriders lead the horses to the race in a controlled manner and take action in cases of accidents and loose horses.
Medical Doctors on Staff A medical doctor would have the authority to order a rider off his/her mounts if, in their opinion, the rider was unfit to perform.
Horseperson's Bookkeeper The horseperson's bookkeeper collects all funds and distributes all purse money to the owners of winning horses. The bookkeeper is required to notify the stewards of any unusual money transactions that would indicate improper procedures or disposition of funds.
Paddock Security Officers Security officers are in charge of ensuring that correct security controls are in place and that only authorized licensees have access to the paddock.

Standardbred Racing Officials

Judges Judges have the power to govern and regulate the conduct of all racing, racing officials and owners, trainers, drivers, grooms and any persons working with the horses. In the course of their duties, the judges will issue rulings on any violations of the rules.
Race Secretary and/or Assistant Race Secretary The race secretary is responsible for assembling a program of competitive races through the establishment of the types and conditions of races and ensuring that all horses entered to race are eligible under the rules. As part of their duties, the race secretary will classify horses, provide for the list of horses in the racing program, examine nominations and declarations, establish standards and allowances for horses, ensure that no one other than officials and assistants are permitted in the office, and inform program printer of horses treated with Furosemide.
Timers Timers accurately take the time of each heat or dash with an approved electric timing device.
Commission/Official Veterinarian The Commission/Official Veterinarian is responsible for assessing a horse's fitness to race. The Veterinarian visually inspects each of the horses entered to race as they warm up for the race and will scratch any horses that, in their opinion, should not race. The vet shall oversee all horses involved in race related accidents and take appropriate action.
Chartmaker The chartmaker is responsible for properly and accurately recording the race on the official chart that serves as the official record of the race, including official times, positions in the race, final postings, final wagering information, any changes to the program information and track condition.
 Starter The starter shall give all orders and take all measures necessary to ensure a fair start. The starter advises the judges on all horses that are required to be schooled behind the starting gate.
Patrol Judge Patrol judges observes and reports to judges all activities in their areas at all times during the race program and immediately advise of any rule violation, improper act or unusual occurrence.
Paddock Judge The paddock judge has complete charge of all paddock activities, inspects horses for changes in equipment, notes all changes from the previous race, supervises the security guards, checks horses and drivers in and out, directs blacksmith, notifies judges of delays and changes, permits only authorized persons in the paddock, supervises horse identification and supervises all equipment.
Equipment Inspector The equipment inspector, under the supervision of the paddock judge, is responsible for ensuring that each horse is carrying the equipment that it was programmed to race with and is responsible for advising the judges of any equipment changes so that a public announcement can be made.
Horse Identifier The horse identifier, under the supervision of the paddock judge, is responsible for checking all horses in every race and ensuring that all horses are properly identified.
Paddock Security Guard Paddock security is directed by paddock judge and is responsible for ensuring that correct security controls are in place and that only authorized licensees have access to the paddock.
Chief Test Inspector and Test Inspectors The Chief Test Inspector is directly responsible to the Canadian Pari-Mutuel Agency and to the judges for the taking of official samples from the horses.
